Where can I find low-cost decorations for an "Under the Sea" themed teen banquet?

My budget for the decorations is between $400 and $500. I need something to cover the walls, go on tables, make a photo corner, and hang from the ceiling. Any store (in Southern California) or website you could give me would be greatly appreciated.
