Why is a 'dead' radio frequency needed to listen to satellite radio?

To listen to a satellite radio station, you must have your FM radio set to a 'dead' station that isn't actively broadcasting. Why is this? As technology-savvy as the world is, I would think Sirius/Xm could build a receiver that could operate on any frequency and 'kill' the actual radio station's broadcast.
