How do I work even in crochet?

I am crocheting a pair of pants for Barbie and one of the instructions say work even in HDC until 6 1/2". Seems that would be to long for pants. Besides I have never heard that term. Please help. By the way, I am using #10 cotton with a size 7 hook.
